MAI: 95% of Romanians would use RO Wallet, Romania's European Digital Identity Wallet

The Ministry of Internal Affairs (MAI) presented the progress of the RO Wallet project and the results of the national survey on the digital wallet during a public webinar on Tuesday, according to which 95% of the Romanians surveyed would use RO Wallet - Romania's European Digital Identity Wallet.

"The survey was conducted between 13 and 27 September and received 3,065 complete responses. The results show very high interest: 85% of respondents say they will definitely use the app, while another 10% say they will probably use it. Only 3% still prefer paper documents," the a MAI release sent to AGERPRES on Tuesday informed.

The identity card (96%), driving licence (94%) and health card (92%) are the documents citizens most want to have in RO Wallet.

Respondents would use the app mainly during traffic checks (89%), at public institution counters (84%), at the doctor's or pharmacy (79%) and at the bank (78%).

Abroad, 92% would use RO Wallet when travelling and at the border.

Trust depends on control over personal data. Some 84% of respondents want to see a history showing who has checked their data and when, 80% want unlocking by fingerprint or PIN, while 77% want to choose exactly what data they show and to whom. Security and data protection are also the most frequent suggestions received (24% of respondents).

"The survey results confirm that citizens want a secure platform for managing their documents. They want to be able to use the app both in Romania and across the European Union. We are building RO Wallet based on one essential principle: each citizen decides what data they share, with whom they share it and for what purpose. At the same time, use of the app remains private - no one can see whether a person uses RO Wallet, where they use it or for what purpose," according to Police Quaestor Razvan-Iulian Jiga, General Director of the General Directorate for Communications and Information Technology (DGCTI) within the MAI.

On 31 October 2026, the sandbox and the mobile test app will become available to partners that will integrate RO Wallet.

In January 2027 (Stage 1), remote enrollment will be carried out for holders of electronic identity cards (CEI), by reading the chip using NFC and the card's PIN.

In Q3 2027 (Stage 2), enrollment will take place for holders of standard identity cards, through in-person identity verification.

The team is currently working on the issuance and verification of personal identification data (PID), the app interface, the central system and the Android and iOS applications.

RO Wallet will also be presented at EUDI Wallet Launchpad 2026, the European Commission event dedicated to national wallets, which will take place in Brussels on 29-30 October.

RO Wallet is Romania's European Digital Identity Wallet (EUDI Wallet), developed by the Ministry of Internal Affairs under Regulation (EU) 2024/1183 (eIDAS 2).

The app allows citizens to store official documents on their phones, prove their identity online and offline, in Romania and across the European Union, and sign documents electronically. Identity data are issued at the highest level of assurance provided for under European legislation.
